Job Purpose Lead the strategic direction, policy framework, and governance mechanisms for emerging and innovative technologies across RTA. Drive institutional alignment with Digital Dubai Authority's transformation agenda and digital transformation strategies related to AI, innovation, Virtual Reality (VR), metaverse and other future innovative technologies by establishing governance models, foresight systems, and cross-sector partnerships. Provide executive advisory support to ensure responsible, secure, and high-impact adoption of disruptive technologies, positioning RTA as a regional and global reference in technology governance and innovation excellence. Strategy Support in governing and developing the Unified Control Center; align supervision and reporting with Authority directions. Oversee the Emerging Technologies Governance Framework, to prepare for future readiness and ensure alignment with, including but not limited to, RTA's corporate strategy, UAE AI Strategy, National Strategy for Advanced Innovation and Digital Economy Strategy. Lead strategic foresight and scenario planning to identify opportunities and risks related to future technologies, informing executive decision-making and policy development. Lead Develop and maintain policies, standards, and governance mechanisms for responsible and ethical emerging technology adoption. Advice and participate in cross departmental governance committees and represent RTA in national and international forums to influence standards and partnerships. Manage the strategic portfolio of emerging technology initiatives, ensuring synergy, prioritization, and alignment with enterprise-level goals. Provide high-level advisory to RTA senior leadership on investment priorities, innovation policies, and digital transformation strategies. Lead Integrate risk, cybersecurity, and ethical frameworks into emerging technology governance to ensure safety, transparency, and compliance. Drive policy collaboration with regulators, universities, and global technology leaders to shape frameworks for AI, metaverse, digital twins, and quantum technologies. Operations Act as a policy and innovation advisor to the Director and higher committees on emerging technology governance, regulation, and national collaboration. Oversee Develop strategic research reports, foresight reports, and executive briefs that support high-level decision-making. Ensure Build and sustain partnerships with key stakeholders (e.g., Digital Dubai Authority, UAE AI Office, Microsoft, Google, Amazon, and leading research entities). Oversee Define institutional innovation maturity targets and track progress through governance dashboards and strategic KPIs. Oversee preparation of policies, processes and other requirements in alignment with the UAE's legislation. Oversee evaluation of pilot outcomes from a policy and adoption-readiness perspective (delegating technical testing to lab managers and engineers). Ensure that emerging technology strategies support RTA's AI and Smart Mobility goals under the 2040 Urban Plan. Product/Process Improvement Oversee Define institutional innovation maturity targets and track progress through governance dashboards and strategic KPIs. Oversee preparation of policies, processes and other requirements in alignment with the UAE's legislation. Oversee evaluation of pilot outcomes from a policy and adoption-readiness perspective (delegating technical testing to lab managers and engineers). Qualifications & Requirements Education: Bachelor's degree/ master's degree in information technology or computer science Experience : 9+ years in case of master's degree (11+ years in case of bachelor's degree) in related field Qulification : Certifications related to project management, digital transformation and innovation management such as Project Management Professional (PMP) and Certified Innovation Professional (CInP)
