This is an opportunity to contribute to an organization focused on public-sector effectiveness, coordination, and institutional development. As an Institutional Development Expert, you will help strengthen the entity's internal performance by supporting strategic improvement initiatives across the organization. The role focuses on enhancing operational efficiency, supporting informed decision-making, and aligning departments with shared institutional objectives. You will work closely with senior stakeholders and contribute to initiatives that improve performance, governance, and organisational effectiveness. Responsibilities Design and implement strategies to improve efficiency and effectiveness across the Ministry Develop plans aimed at improving the Ministry's overall performance Evaluate existing processes and identify opportunities for improvement Monitor institutional projects that support strategic objectives Ensure effective communication and coordination between departments Prepare periodic reports for the Undersecretary detailing task progress, approved objectives, and recommendations Provide advice and support to the Office of the Undersecretary to inform decision-making Ensure Ministry-wide compliance with the Delegation of Authority (DoA) matrix and follow up with departments on adherence Requirements Required Qualifications Degree in strategic management 10+ years of experience in strategy, institutional excellence, organisational development, or performance management Strong experience in strategic planning and execution, KPI and performance management, and business process improvement Solid knowledge of governance, risk, and compliance frameworks, including delegation of authority frameworks Advanced proficiency in Microsoft Excel for KPI tracking, performance data analysis, PivotTables, formulas, action trackers, and reporting Proficiency in Microsoft PowerPoint for executive presentations and strategic performance updates, and Microsoft Word for formal reports and institutional development documentation Experience with strategy and KPI management systems, along with proficiency in AI productivity tools such as ChatGPT or Microsoft Copilot for research, summarisation, analysis, and report drafting Experience working directly with senior leadership and coordinating across departments Native proficiency in Arabic and professional proficiency in English Preferred Qualifications Experience with Microsoft Power BI for KPI dashboards and performance trend analysis Experience with Microsoft Project or Planner for tracking strategic initiatives and milestones Experience with project management and workflow systems for tracking assignments, approvals, and implementation progress
