About Dubai Media Council: The Dubai Media Council is the government authority responsible for regulating and developing Dubai’s media sector, strengthening the emirate’s position as a leading regional and global media hub through progressive policies, innovation, and talent development. Dubai Media Council is seeking an experienced Head of Data and Analytics to lead its data strategy, governance, business intelligence, and performance measurement functions, supporting strategic decision-making and regulatory excellence across Dubai's media and gaming sectors. Key Responsibilities: Develop and implement DMC's Data and Analytics strategy in alignment with organizational objectives and media governance priorities. Establish data governance frameworks, policies, and quality standards to ensure data accuracy, consistency, security, and compliance. Lead the development and monitoring of organizational and sector-wide KPI frameworks, performance indicators, and reporting methodologies. Oversee business intelligence solutions, executive dashboards, analytical reports, and automated reporting systems. Direct advanced analytics, statistical modelling, predictive forecasting, and trend analysis to support strategic and operational decisions. Analyze media and gaming sector performance, identifying emerging trends, risks, investment opportunities, and areas for improvement. Provide data-driven insights and recommendations to support regulatory initiatives, policy development, strategic planning, and governance. Conduct benchmarking against international markets and industry standards to evaluate sector competitiveness and performance. Collaborate with internal departments, government entities, and research organizations to strengthen data integration and analytical capabilities. Evaluate opportunities to adopt artificial intelligence, automation, and emerging analytical technologies to improve operational efficiency. Lead, develop, and manage the Data and Analytics team, including performance management, capability development, and budget oversight. Prepare executive-level analytical reports, presentations, and strategic recommendations for senior management. Educational Qualifications: Bachelor's degree in Data Analytics, Statistics, Economics, Mathematics, Business Analytics, Computer Science, Information Systems, or a related discipline. Master's degree in Data Analytics, Business Intelligence, Economics, Statistics, Public Policy, or a related field is preferred. Professional certifications in Power BI, Tableau, Data Science, Business Intelligence, Data Governance, Artificial Intelligence, or Advanced Analytics are advantageous. Professional Experience: 11 years of relevant experience in data analytics, business intelligence, performance management, economics, statistics, or regulatory analytics. 5 years of experience leading and managing teams. 3 years of experience managing budgets. Proven experience developing KPI frameworks, executive dashboards, forecasting models, and performance reporting systems. Demonstrated experience supporting strategic planning, governance, or policy development through data-driven insights. Experience in government entities, regulatory authorities, public sector organizations, or highly regulated industries is preferred. Experience implementing business intelligence solutions and leading analytical teams is highly advantageous. Technical Skills and Competencies: Expert knowledge of data governance, information management, and data quality frameworks. Advanced expertise in statistical analysis, predictive modelling, forecasting, and performance measurement. Strong proficiency in business intelligence and visualization platforms, particularly Power BI, Tableau, or equivalent tools. Ability to translate complex analytical findings into actionable recommendations for senior leadership. Knowledge of data integration, reporting automation, and analytical technologies. Strong leadership, strategic thinking, decision-making, communication, and team development capabilities. Proficiency in written and spoken Arabic and English .
