Context Establish the programme’s evidence and performance-management framework so that implementation progress and operational benefits can be measured, verified and credibly reported. This role will also ensure that actions are not closed merely because a document has been issued or a meeting has taken place. Closure should require objective evidence that the agreed output has been implemented and, where applicable, that the intended result is being achieved. Missions/Main Duties Performance and benefits framework • Implement the programme measurement framework, • Define evidence requirements for action closure including acceptance criteria. • Establish rules for reporting items as green, amber or red, supported by documented criteria. • Develop periodic reports and associated dashboards. • Support validation of performance measures and proposed amendments where required. • Ensure reports clearly separate verified facts, analysis, assumptions and unresolved matters. • Support steering committee and executive briefings with reliable, decision-ready information. Key deliverables • Action-closure evidence. • Periodic Reports and Dashboards executive programme report. Profile/Skills Essential experience • Experience in programme controls, data or management reporting. • Experience designing measurable indicators and executive dashboards. • Experience validating evidence rather than relying only on self-reported status. • Strong analytical and report-writing capability. • Experience with Power BI or an equivalent business-intelligence platform. Qualifications • Bachelor’s degree (or higher) in Engineering, Project Management, or related discipline. • Power BI, data-governance or benefits-management certification would be advantageous.
