Overview:
Our client is seeking an experienced Director of Capture Management who will report to the Senior Vice President of their Federal Civilian portfolio. This role is crucial for continuing the company’s expansion within the civilian government sector. The ideal candidate is a strategic thinker with a proven record in winning federal IT solution services contracts. The Director of Capture will participate in all strategic growth initiatives as it pertains to all key accounts and is responsible for all capture activities during the Business Development, Capture, Proposal, and Post-Submittal phases to substantially increase probability of win for deals across the Federal Civilian portfolio.
This individual must be capable of capturing the critical intel needed in developing solutions for assigned opportunities. The Director of Capture will manage relationships with partner and staff, participate in business planning activities that include pipeline reviews, operating plan development, opportunity reviews, win themes and proposal reviews. As a self-starter, you must be able to manage time, meet deadlines, prioritize assignments, work independently, and work well with individuals at all levels in a collaborative team environment.
Responsibilities:
- Find and analyze information to bring insights that place the company more competitively to propose tailored and compelling solutions to complex client problems and constraints.
- Lead win strategy development, win theme development, solutions development, teaming strategies, black hat competitive assessments, technical and management approaches, past performance and key personnel identification, pricing strategy recommendations (based on price to win and other competitive assessments), communications plans, action plans, and execution plans.
- Take an active part in supporting the proposal process.
- Identify opportunities for efficiencies to include automated processes, tools, and data reuse across corporate capability offerings.
- Be a key driver and contributor to drive the company’s long-term strategy.
- Lead a team of research analysts.
- Lead and coordinate competitive assessments, determining the company’s strengths and weaknesses, and potential competitors.
Qualifications:
- Minimum of 5 years demonstrated experience developing successful capture strategies across multiple opportunities for Federal Civilian clients.
- Experience supporting capture activities for Department of Treasury, Department of Commerce, Department of Agriculture, and/or FDIC is preferred.
- Must have at least 5 years of experience with Capture Management.
- Must be local to the DMV area with a willingness to be in office (McLean, VA) 3-4 days per week.
- Team Player capable of working within a collaborative environment.
- Self-starter who exhibits attention to detail and expert organization skills.
- Experience in the use of DELTEK GovWIN IQ, and CRM tools, and Salesforce/Technomile is preferred.
- Experience using industry best practices, including tools and methodologies for capture management.
- Experience identifying and analyzing customer hot-button issues/pain points.
- Identifying customer perceptions of the company or its competitors.
- Working with corporate leadership and the Chief Technology Office staff to market and socialize their unique capabilities across its client base.
- Experience using GovWin, LinkedIn, congressional budget justifications, and similar information sources on procurements, contracts, and players in the Federal acquisition space.
- Develop a detailed written capture plan narrative document with supporting data that serves as input to proposal writers.
- Prepare and lead milestone/gate and other reviews.

- Ability to leverage existing relationships and build new relationships with a focus on meeting customers’ needs.
- Excellent oral and written communication skills.
- Strong research skills to use the Internet, GovWin, and other sources to conduct background research on opportunities of interest.
- Proficient in Microsoft Office suite, including advanced features in Excel.
