Work You’ll Do
The PMO Financial Analyst provides essential financial planning, reporting, and analytical support to the Program Management Office (PMO). This role ensures compliance with federal regulations, delivers accurate financial forecasts, and manages critical data related to burn rates, contract deliverables, and departmental operations. The analyst collaborates closely with leaders, the Federal Systems Integration and Management (FedSim) Contracting Officer Representative (COR), and cross-functional teams to enable data-driven decision-making and effective program execution.
Key Responsibilities
• Burn Rate Tracking & Reporting
- Track and report burn rates—actual expenditures versus planned budgets—for all labor, travel, tools, and other direct costs (ODCs) associated with each Task Order (TO).
- Provide timely, comprehensive reporting on all contract labor hours, including subcontractor hours, in full compliance with requirements outlined on www.sam.gov.
• Financial Forecasting
- Partner with the FedSim COR to determine the appropriate level of financial tracking and documentation required by the Government.
- Develop detailed financial forecasts for each TO period of performance, breaking down anticipated monthly costs by task, subtask, labor, long-distance travel, tools, and ODCs.
- Set baseline financial metrics at the start of each TO performance period and update forecasts monthly, or as programs and requirements evolve.
• Deliverables Development
- Contribute to the preparation and submission of financial components of contract deliverables, ensuring information integrity and regulatory compliance.
- Lead the development and refinement of financial forecast formats and tools to meet the evolving needs of the FedSim COR and PMO leadership.
• Data Management & Compliance
- Manage and track all financial data at the Military Interdepartmental Purchase Request (MIPR) level, ensuring data accuracy and accessibility.
- Ensure all financial activities and documentation are conducted in alignment with federal standards and PMO processes.
• Business Operations Support
- Prepare routine and ad hoc financial reports for PMO and senior leadership related to departmental business operations.
- Provide analysis and recommendations to inform strategic and operational decisions.

Qualifications
Required:
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
• Active TS/SCI security clearance required
• Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
• 2+ years of experience in financial analysis, budgeting, or government contract administration.
• Demonstrated knowledge of federal contracting, including labor hour and cost tracking, preferably with exposure to sam.gov and/or FedSim.
• Advanced Excel skills and proficiency with financial modeling and reporting tools.
• Exceptional attention to detail and organizational skills.
• Strong communication and interpersonal abilities for cross-functional collaboration.
Preferred:
• Experience supporting financial functions within a Program Management Office (PMO) or on federal government contracts.
• Familiarity with Military Interdepartmental Purchase Requests (MIPR) and related tracking processes.
• Experience creating deliverables for FedSim or similar federal agencies.
• Knowledge of project accounting software or federal finance platforms.
• Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or similar credentials.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $102,750 to $171,250.
