POSITION TITLE :Planning and Development Director FY26-53

ENTRY SALARY :$107,338.66, Salary negotiable based on qualifications, plus benefits

PAY GRADE :25

JOB SUMMARY :This position is responsible for directing the operations of the county’s planning and development operations. Directs the county’s planning, zoning, development, building inspection, structural review, civil engineering, property maintenance, code enforcement, business licensing, and permitting functions. Directs the operations of the department; organizes and coordinates department goals, objectives, and short and long-term plans. Maintains county development code of ordinances, makes recommendations for updates as needed. Hires, trains, assigns, schedules, directs, supervises, evaluates, and disciplines personnel. Serves as point of contact for regional, local, and state organizations. Prepares and administers department budgets. Coordinates contracts with contract service providers. Provides administrative support to the Planning Commission and the Board of Appeals. Meets with the County Manager, Planning Commission members, engineers, and attorneys on matters related to development, building, and zoning issues. Coordinates developments with the Public Works, Water, and Fire Departments. Works to develop proactive code enforcement strategies, oversees code enforcement’s goals of maintaining community appearance and property values and encouraging code compliance. Works with Public Works to develop and implement solutions to traffic concerns. Coordinates with other local, state, and federal agencies. Administers impact fee ordinances; prepares annual report. Administers the Comprehensive Land Use Map. Manages Planning & Development website page and citizen portal. Attends meetings, seminars, and training sessions as required. Performs related and other duties as assigned.

MINIMUM QUALIFICATIONS: Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Knowledge of relevant state and federal laws and county ordinances. Knowledge of job-related software programs. Knowledge of budget management principles. Skill in management and supervision, problem solving, prioritization, and interpersonal relations. Possession of a valid driver’s license issued by the State of Georgia.
