Primary Purpose
Provides operational leadership and strategic direction for Radiology Services to ensure quality and efficiency of services to the patients of Parkland.
Education
• Bachelor’s degree in a Healthcare related field.
• Master’s degree in a Healthcare related field preferred.
Experience
• Must have seven years of Radiology/Medical Imaging or comparable experience.
Equivalent Education and/or Experience
• May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.
Skills or Special Abilities
• Must be capable of serving as a resource for staff.
• Must demonstrate advanced knowledge of assigned department operations including policies, personnel and budget management.
• Must have effective verbal and written communication skills in working with a diverse population of physicians, patients, technical staff, management and administration. Must be capable of leadership and have effective organizational skills.
• Must demonstrate patient centered/patient valued behaviors.
Responsibilities
1. Provides direction, coordination, and execution in designated modalities of the system-wide radiology processes including all areas where radiology exams are performed. Enforces hospital policies as applicable to the Radiology operations.
2. Collaborates with the executive leaders to identify opportunities for service line development and improved efficiencies. Assesses actual versus projected benefits to ensure the end goal for Parkland is realized.
3. Develops and implements strategic goals that align with budget, and hospital strategy in tandem with clinical collaboration with Senior Leaders and Physicians
4. Acts as a clinical and managerial resource for direct reports, physicians, nurses, employees, patients/families, administration, and other departments.
5. Collaborates with the system-wide departments such as Quality Improvement, Continual Readiness, and Patient Safety as well as physician and nursing leaders, direct reports, and other Parkland leaders to develop a strategic performance improvement program that achieves quality patient care that is measurable and sustainable.
6. Ensures the development and enforcement of Radiology processes and procedures in assigned areas.
7. Demonstrates resourcefulness and sound judgment in handling complex issues.
8. Appropriately addresses safety issues and identified safety risks for areas of responsibility. Assesses areas of responsibility for safety risks on an annual basis.
9. Ensures that the physical and environmental conditions of Radiology are adequate and appropriate for the testing performed. Provides an environment for employees that is safe from physical, chemical, and biological hazards. Ensures safety policies and procedures are followed.
10. Selects, trains, supervises and evaluates a Radiology leadership team to ensure accountability for the achievement of organizational goals and metrics. Maintains knowledge of employment laws, regulations, and Parkland policies pertaining to training, counseling and evaluations, ensuring Radiology is in compliance.
11. Implements Radiology quality system for assigned areas. In conjunction with management and medical directors, develops quality metrics, reviews compliance, and drives improvement activities forward. Demonstrates accountability for operational quality.
12. Capably represents Radiology services, as requested, at interdepartmental committees or on system-wide projects. Identifies opportunities to improve Radiology services, develops PI plans, and guides execution.
13. Serve as a key participant in development of annual department goals and longer term strategic goals. Vets requests from assigned managers to determine feasibility, costs, and quality and operational impact. Assures that Radiology leadership is made aware of technical advances in areas of responsibility.
14. Collaborates with Radiology leaders and medical directors to develop an annual budget and business plan that support the enterprise goals. Maintains active oversight and involvement in the financial performance of assigned areas.
15. Develops and implements Radiology business plans for areas of responsibility. Identifies opportunities for operational efficiencies and develops the business case for recommended changes.
16. Utilizes a variety of mediums to develop and provide opportunities for continuing education of staff in order to further clinical and operational knowledge of Radiology. Provides continuing education to non-radiology staff as requested.
17. Demonstrates communication skills, both written and verbal, that are clear and promote collegial working relationships. Sets example for cooperative work teams.
18. Leads and/or participates in system wide and interdisciplinary committees.
Job Accountabilities
1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
6. Selects, trains, schedules, motivates, supervises, and evaluates employees making
recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
