PAY RANGE:
160K-165K Annually
OVERVIEW:
The Clinical Director oversees clinical operations at the Harbor Light Center (HLC) and Recovery Wellness Services (RWS), ensuring evidence-based care for clients with substance use and co-occurring mental health disorders. This role manages assessments, treatment planning, and transitions between detox and ongoing care, while maintaining full regulatory compliance.
DUTIES AND RESPONSIBILITIES:
Program Management:
- Design and manage recovery curriculum for Harbor Light and Recovery Wellness Services
- Coordinate transitions between withdrawal management and treatment, including referrals
- Conduct SUD assessments with the TCU 5 tool for DPH-funded detox and residential programs at RWS and HLC
- Ensure counseling and client documentation in WellSky, Avatar, and other EHRs meet licensing requirements
- Train, supervise, and mentor clinical staff in MI, SMI curriculum, and counseling; provide ongoing training and evaluations
- Oversee client treatment plans and services
- Conduct weekly case conferences
- Handle grievances per California Department of Healthcare Services requirements
- Ensure compliance with all local, state, and federal regulations
- Provide trauma-informed, client-centered care for clients with co-occurring disorders
Planning and Development
- Represent the Executive Director in clinical planning and development meetings
- Assist in developing strategic partnerships and expansion opportunities
- Contribute to strategic planning, program development, and outcome monitoring; recommend improvements based on community needs
- Maintain high standards per National Social Services Standards
- Support growth through grant writing and fundraising
Administrative
- Maintain Harbor Light Program policy and procedure manual
- Assist with HIPAA and Title 42 CFR Part 2 compliance attestations
- Ensure clients meet San Francisco and California health regulations with proper documentation
- Keep client records complete, accurate, and audit-ready
- Oversee audit preparation and regulatory compliance
- Other related duties as required
EDUCATION AND EXPERIENCE:
- Master’s degree in social work, counseling or related field (required)
- CA State Licensed Practitioner of the Healing Arts (LPHA) (required)
- NP, PA, RN, RPh, LCP, LCSW, LPCC, LMFT, or related
- Experience addressing substance abuse, mental health, and other barriers to self-sufficiency
- First Aid and CPR certification (within first fourtheen days of employment – company provided)
- Tuberculosis clearance (within first seven days of employment – company provided)
SKILLS AND ABILITIES:
- Skilled in supporting clients with SMI using Motivational Interviewing (MI)
- Ability to manage and train a team
- Excellent clinical and program leadership skills
- Proficient in Avatar and Wellsky systems
